Often it’s not that you haven’t the skills to do the job, or the people with the skills, it’s just that neither you, or your people, have the time.
It happens: people have babies, they get ill, they get poached by competitors, they decide to move out of the rat race and live off the land. Other times people get promoted, people get seconded, people are already working round the clock and there just aren’t any more hours in the day.
